The Louisville Metro Air Pollution Control District has completed its evaluation of American Synthetic Rubber Company’s (ASRC) May 16, 2017, Request for Modification. The District has denied ASRC’s request for a modified Strategic Toxic Air Reduction (STAR) program environmental acceptability (EA) goal for emissions of 1,3-butadiene from the Flare and approved the request for a modified EA goal for fugitive emissions of 1,3-butadiene. Cumulative totals for all emissions, including 1,3-butadiene, emitted site-wide meet the EA goal of 7.5 in a million for non-industrial property and 75 in a million for industrial properties. Specific conditions implementing the modified EA goals will be incorporated in draft Permit C-0011-1014-16-V (R1). The District’s approval of this modification request does not release ASRC from future responsibility under the STAR Program. ASRC must continue to work towards reaching all of the unmodified environmental acceptability goals established in the STAR Program. APCD will regularly review ASRC’s T-BAT implementation to facilitate attainment of the unmodified goals as expeditiously as possible.
